1. Administrative
1.1 Opening of Meeting
Larry Fitzwater opened the meeting at 9 AM.
1.2 Roll call
The attendees are listed in the list of delegates. Delegates represented Australia, Canada, Japan, Korea, UK, and USA.
1.3 Adoption of the Secretary for Meeting Report
Bruce Bargmeyer acted as Secretary.
1.4 Adoption of the agenda
The agenda was adopted as revised.
1.5 Appointment of the drafting committee for WG 2 resolutions
A drafting committee was appointed consisting of Tim Bourne, Joe Christensen, and Ray Gates.
1.6 Report of the Convenor
2. Liaison reports
OMG
Horiuchi-san reported on the meetings of OMG. OMG is preparing the OMG XML Metadata Interchange (XMI) and Meta-Object Facility (MOF) specifications as PAS submissions to JTC 1. SC 32 will have responsibility for progressing these standards. A special Task Force will be set up to resolve comments. National Bodies will send comments to SC 32/WG 2 and these will be resolved by the Task Force.

Bruce Bargmeyer reported that the comment period for XML-Schema has ended, but a new version is not yet out.
IEEE
Frank Farance reported that IEEE 1484.2 Learner Model WG (portable student records) is investigating the use of registries and registration authorities for managing some of its code sets. The IEEE might use an 11179-3 registry for supporting the registration authority. The use of an 11179-3 registry simplifies the actual standards wording, and simplifies the standards administration of the registry. IEEE 1484.14 Semantics and Exchange Bindings WG has been working on several technical reports, including Data Extension Techniques (which address general extension issues), rule-based XML bindings (also known as late-bindings), and rule-based Dotted Name-Value Pair bindings.

TC 215 Health Informatics
Joe Christensen reported that TC 215 actions have raised several issues relating to the use of standards such as ISO 3166. These are of interest to WG2 activities, since we are also concerned with recording such standards in metadata registries. The TC 215 application should be served by ISO/IEC 11179.
3. JTC 1/SC 32 Matters
Review of JTC 1 decisions affecting WG 2
At their last meeting, JTC 1 passed resolutions that affect the SCs. Doug Mannof the SC 32 Secretariat is taking care of JTC 1 decisions that affect SC 32 and WG 2.

4. WG 2 Technical Business
4.1 Discussion of WG2 Projects
Review progress on all outstanding projects
We discussed the progression of the ISO/IEC 11179 family of standards. There are concerns about how to handle progression of multiple documents under a single standard as well as progression of Technical Reports about 11179. It was proposed that we identify specific dependencies between the documents. If specific dependencies exist, then we will resolve the dependent issues, if possible, so that each document can progress as rapidly as possible. If required, corrigenda can be issued to clean-up and final items.

Joe Christensen led the editing session on Part 3. This session was continued at various times through Thursday. The agreements were made as necessary to progress the document for Final Committee Draft (FCD).
WG2 Working Session
1600 - 1700 IT-enablement of Coded Value Domains (leader Jake Knoppers, document SC32 N0341) This editing session not held.
WG2 Editing Meetings
0830 - 1200 Presentation of Knowledge Interchange Format (KIF) and Conceptual Graphs (CGs)
Michael Gruninger presented information about the KIF effort and John Sowa described the CG work. Work is underway to prepare New Work Items for these projects.

1330 - 1630 ISO/IEC 11179 Metadata Registries Parts 1 through 6 and associated Technical Reports
Judith Newton led the discussion of the technical report on Content Consistency for registration of data elements. Comments were offered by several member bodies. It was decided to progress this document to Final Committee Draft. The document is to be prepared for ballot by May 21, 2001.

1330 - 1630 ISO/IEC 11179 Metadata Registries Parts 1 through 6 and associated Technical Reports
To help determine whether or not it is possible to progress Part 3 as a FCD, we needed to determine the dependencies. The discussion occurred at several points during the meeting. We determined the following.
Dependencies:
The Content Consistency Technical Reports (the ISO/IEC TR 20943 family of reports) depend on the Part 3 metamodel. The Part 3 structures (classes and existing relationships) referenced in the TR are stable and will not impact progression of the TR. Part 3 does not depend upon the TRs.
The revision of Part 5 depends on the Part 3 metamodel. The naming and identification structures in that model are stable and will not impact the revision. Part 3 There are no dependencies from Part 5 to Part 3.
Ray Gates drew a dependency chart on the board. It was agreed that the revisions of all parts depend on Part 3. We further agreed that revision of the other parts will not be allowed to produce changes in Part 3. This helped to make it possible to progress Part 3.
WG2 Editing Meetings
0830-1200 ISO/IEC 11179 Metadata Registries Parts 1 through 6 and associated Technical Reports
The editors of the Parts each described the work underway. Dan Gillman described the work underway on Part 1 and on DTR 20943 3, the technical report on registration of value domains. Judith Newton discussed the current draft of the revision of Part 5. Only minor changes are expected in Part 4 and Part 6, but the changes to Part 2 will be substantial. They briefly presented drafts that were circulated before the meeting. Comments are invited from all participants. Revised drafts will be made available before the next WG 2 meeting.

1330-1630 Metadata Query Service
Frank Farance presented the work on 20944, Metadata Query Service. He has prepared a draft for comment. In his presentation, Frank covered the key concepts and how this work fits with the other work progressing in WG 2 and other standards bodies. He will put a draft of the paper on the server and send out a notice to the reflector.
WG 2 Working Sessions and Closing Plenary
0830 - 1000 Study Area from Japan,
Horiuchi-san reported on progress in this study area. A Business Object Registry Federation is being formed between several countries, including Japan, Korea and China. He described the New Work Item being developed and how it relates to work ongoing in ISO (TC 154, TC 184, JTC 1 SC7 & SC 32), OMG, ebXML and GCI. The title of the NWI is Framework for Registering Business Objects. It is to establish the Unified Metamodel Architecture for registration and interchange of various types of business objects and extend the current 11179 Part 3 to cope with composite object specification. Horiuchi-san described the Metamodel Framework. It is to provide a consistent base for developing standard models by consortia. It is to enable easy and consistent use of: normative modeling facility (UML), normative modeling constructs, identification and classification, and model mapping. 11179 + KIF provides a basic defining scheme which provides a foundation in the Scheme for sharing objects in the Metamodel Framework. Masaharu Obayashi described some equivalences between 11179 and the MOF as they relate to extensions needed in both 11179 and the MOF.
Doo-Kwon Baik described an effort underway in Korea on development of a component-based software. This is for distribution and commercialization of software components and standardization of component information. The work involves research and prototyping of a Component Registry that is based on 11179.

4.2 Reviews of projects, priorities and target dates;
The formal dates for document progression are included in the resolutions. Some additional dates include:
Dan Gillman will produce a working draft of the revision of 11179 1 by August 1 for distribution before the Victoria meeting.
Bruce Bargmeyer, Jim Carpenter and Nancy Lawler will produce a working draft of the revision of 11179 2 will be produced by August 1 for distribution before the Victoria meeting.
Bruce Bargmeyer will produce a working draft of the revision of 11179 4 by August 1 for distribution before the Victoria meeting.
Comments on the current draft of 11179-5 are due from participants to Judith Newton by June 30. A new draft will be prepared by July 31, 2001.
A working draft of the revision of 11179 6 will prepared by August 1 for distribution before the Victoria meeting. It is necessary to review the editorship of this document to ascertain whether the current editor is available. If not, the group agreed to the US finding a new editor and Ray Gates said that he might be able to help.
Comments on 20944, Metadata Query Service, are due to Frank Farance by June 1, and a revised working draft will be produced by August 1. Comments are invited that may be outside the current scope of the paper.
A draft of the NWI on the Framework for Registering Business Objects is due by August 1, 2001 for circulation before the Victoria, Canada WG 2 meeting.
Frank Farance is to prepare a document specifying what is needed to transfer the WG 2 website to a web server offered by his company. The document will be circulated to the people involved.
4.3 Work items on which no progress is being made

4.5 Review of WG 2 Business Plan
Frank Farance noted that the last JTC 1 meeting created some new requirements for the SCs. We need to make sure that we have addressed them. Soon a draft of the SC 32 business plan will be circulated by the Secretariat. Comments from the WG 2 standpoint are requested.
4.6 Review of Project Editor and liaison assignments
These were reviewed See 4.2, above, and resolutions document.
5. Other
Judith Newton reported that DAMA will hold a conference entitled Metatopia, on Sept 20 21, 2001, at NIST in Gaithersburg. It will include 11179 as a focus. WG 2 is invited to attend and to make presentations. Details may be found at: www.dama-ncr.org
5.1 Approval of resolutions
The resolutions were approved. See the resolutions document.
5.2 Subsequent meeting requirements and scheduling
The next WG 2 meeting will be October 18 26, 2001 in Victoria, Canada. The following meeting will be in May, 2002 in Seoul, Korea.
5.3 Any other business
Australia will soon decommission its WG 2 website. Larry Fitzwater will work with Frank Farance and Bruce Bargmeyer to initiate a new website.
