It is not expected that this metamodel will completely accommodate all
users. Particular sectors, such as
document management, scientific data, statistical data, require metadata
attributes not addressed in this standard. Such extensions shall be considered
conformant if they do not violate any of the rules inherent in the structure
and content as specified by the metamodel in this standard. Classes, relationships, and attributes may
be added to this conceptual data model.

sentences of the clause, and reverse their order, to give:

The metamodel may be extended by adding classes, relationships, and/or
