Proposal to resolve 11179-3 Ballot comments #051, #293 & #406

Summary of Comments to be addressed

This proposal addresses the following comments relating to the use of the term "Related Metadata Reference".

Comment #051

Sub-clause 3.01.13 – The term uses the word “reference”, while the definition uses the word “relationship”. We should be more consistent. CAN-P03-049 (#216) proposes adding an “administered item relationship” to the model. This would seem to be a form of “related metadata reference”. However, in 11179-3:1994 “related data reference” supports references both within a single dictionary, and externally. How can we support external references? If we add an attribute to the model to explicitly support such references, the term and definition will need to be moved from 3.1 to 3.3.

Sub-clause 5.2.4 – This clause uses the term "related metadata reference", but such generic references are not supported by the model.

Annex F.  02-04-06 – Is the mapping of "related metadata reference" to the model correct and complete?

Issues

Issue 1

Clause 3.1 is supposed to define terms that are metamodel constructs.  "Related metadata reference" is not a construct used in the model, so the definition is misplaced.

Issue 2

The term uses the word “reference”, while the definition uses the word “relationship”.

Issue 3

Mapping the Basic Attribute "Related Metadata Reference" to the metamodel for both internal and external references.

Proposed Solutions

Proposal 1

Move the term and definition to clause 3.2 Broader Terms.

Proposal 2

In the definition, change "relationship" to "reference".

Proposal 3

The resolution of #216 added "Administered Item Relationship" to the model.  This new relationship now supports "metadata references" within a single registry.  For external references, a Registration Authority could choose to use either "Reference Documents" or "Explanatory Notes".

1.       Change the NOTE in clause 5.2.4 to read:

The metamodel in clause 4 supports references between administered items within a registry via the Administered Item Relationship.  For external references, a Registration Authority could choose to use either "Reference Documents" or "Explanatory Notes".

2.       Change Annex F 2.4.6 in the column "2002 clause 4" to reflect Administered Item Relationship, Reference Documents and Explanatory Notes.  Editor to work out the details as part of the general revision of Annex F.
